Remember that given (ax^b)^c the general rule is

(a^c)[x^(b*c)]

(3x^2y^3)^2 * (-2x^2y^-3)^3
= (9x^4)(y^6)*(-8x^6)(y^-9)
=-72x^(4+6)y^(6-9)
=-72x^10y^-3
