Yes, as a matter of fact, when you buy windows vista, you can legally install windows xp on your computer as well. This does not mean that you can have both installed at the same time. It means that you can use xp until vista comes out with a SP that makes it more secure. You will need to insert an xp disc and it will walk you through.
you may need to make partitions.
I would recommend talking to tiger direct, because this may be a 1 time license, and if it is and you install xp on it, you will have to buy a license again. You should call and ask if you can have it custom made to not have vista on it.

You can partition it and use it as a dual-boot system. You may experience some file permission issues when trying to access data on the Vista partition from XP.
You could also use Microsoft Virtual PC to run a "virtual" copy of XP under Vista. While this would allow you to run both OS's simultaneously it will require a good amount of RAM (2 GB at minimum, 4 would be better).

Yes you can but you can also create a dual boot and had both OS in the same computer so you can give a try to vista. I like vista pretty much is an excellent OS, but XP pro has some features that i still like to use. Visit this link for a more detailed idea.

No, you cant install Windows XP over a Vista installation. To answer your question.
YES - You can run a dual boot option and have both operating systems on the one computer. (then you can choose which operating system to run)
My Advice - Get them to install win XP / called a downgrade and you will save a little money.
