So YES other people will see it, otherwise what would be the point!

A doppelganger is a visible double of your physical form. There have been generations of stories related to mystics who created a doppelganger to accomplish different tasks, like:
- Appearing in 2 places at once
- Appearing to be travelling with a companion
- Decieving others into believing you are in one place, when you are really in another
- Escaping from capture
- Confusing an opponent in a fight
In the accounts that I have read, the doppelgangers are little more than "puppet-like" images, but, if they are sufficiently developed, they can be seen by other people. In some extreme cases, the doppelganger can achieve an amount of independence and exist outside of the influence of the creator. This is extremely unusual, but it could be very dangerous since doppelgangers do not have a developed intelligence or a sense of responsibility.
So, yes, if you know how to develop a double, you can form it so that it will eventually become visible. This would take many years of work, but it is possible.

doppelgangers are doubles of a person, usually created by the mind of that person. I read a story in a ghost collection (yes, ghosts can be entities that are NOT from dead people) that told of a man that had been on the road for many hours, very exhausted, he pulled over to pick up a hitchhiker. The person offered to drive, and he moved without hesitation. Driving the next few hours to the driver's destination and pulled over outside the town. As he left the vehicle the driver caught a glimpse of the man, HIMSELF!

By definition doppelgangers are things (whatever they be) that appear as you. I would say yes as that there are reports of people seeing ghosts (again whatever they are) of themselves at the same time that other people present see them as well as the actual person.
A possibly related phenomena is the advanced arrival where you appear to a person to be walking to their front door and they go to greet ou and you are not there until you show up on their door 20 minutes later.
This could be an unrelated phenomena or an indication that a doppleganger is a past/future you.
Of course some relgious beliefs also state that demons (again whatever they are) can imitate people and these can appear to other people pretending to be you.

Dopplegangers are nothing more than astral projections. Whether they are deliberate or not is a question I don't have an answer to.
