Under ideal conditions, it can take a very long time to mix, since fresh water will float on top of salt water, but since it is unusual to have a heavy rain falling without any wind to mix the layer it will be hard to find. Of course a rain of 1/4" or so will be harder to detect than one of 1 or 2".
A light plastic bottle filled with fresh water will float in salt water and sink in fresh, so if you found a place with considerable surface fresh water, you could see the bottle "float" down inside the fresh water on top of the salt water.

Time for this is a variable. Depends on the quantity of rain, time and volume of rain. If there are strong waves it will dilute in less time..
