Depends on the situation.

I use to work outside my home and there was this new family that moved into the neighborhood. Their children were bad and disrespectful. Their parents didn't care about their where-a-bouts. They would be out at 9 and 10 pm on a school night, disturbing my children and the neighbor's dogs outside shouting from the streets and throwing rocks. My husband went out to talk to them one evening and the 5 year old mooned him. I told my kids if they ever came into our yard they would be in for a rude awakening. One evening I had to work late (7pm) and they had an altercation with these unruly kids (ages 11, 8, and 5 years old). They came in the yard where my kids were playing and started-up trouble. I told my kids to toss them out of the fence and come in the house. The neighbor with the dogs saw the kids fighting and handled it for me. Those kids did not come back, in fact they moved out of the neighborhood after that because complaints went out against them. So I used this analogy to say, "Only if they draw first blood after warnings".

I don't think we are in the position to be attacking without just cause or simply based off of assumptions caused by our paronoia. If we were to attack we would spend years and years afterwords trying to justify it using prediction and blah blah blah...It would just be history repeating itself...We should defend ourselves...We need to stop being bullies

No attack. We can hardly maintain troops in Iraq and Afghanistan. We'd be crazy to attack anyone else.

Impossible to answer that simply. It depends on the specific situation. There is value in getting in the first "shot." Warfare is a very delicate thing.

That would depend on your abilities and the abilities of your foe and the outcome desired. Just don't act without thinking. . .
