I cannot say for sure about texas but in Ky if you do not pay your power bill they can turn it off and it doesnt matter what water source you have or whether you have municipal sewer system or a private septic system and it doesnt matter in most states even if you have small children or a very sick person in your home .....once your power has been removed and if you stay in the home, once it becomes a health issue you can be removed from the home and not allowed back in the home until you can have the services restored and clean the home especially if you have children..you can however make arrangements to make payments on the amount owed to them...most all utility ccompanies will do this

It all depends on who lives in the household. You can call the utility company and give them reasons as to why you need the utilities left on and make payment arrangements. In Wisconsin,from November 3rd to April 3rd the power company cannot legally shut you off for non-payment.
I would highly suggest you call the utility company and make payment arrangements for now. If someone is sick in the home or you have small children they cannont disconnect you. But you do have to call and let them know this.

Yes. Only reason they might not be able to turn it off is if there was a health issue like monitoring equipment for certain health problems.
