not individual computers covering a full country, but you could temporarily wipe an entire continent off the internet if you cut through the fiber optic cables that run under the world's oceans.
that said, there are a handful of fairly recent computer worms that have broke the mould when it comes to compromising computers and claiming victims - the blaster worm for example:

it was impressive in comparison to other worms and viruses in that it required no user intervention to get onto computers, you simply had to be connected to the internet with an unpatched hole in your operating system and that was it.

No, it is not possible for a person to hack the entire world, or crash all the computers, or control them all, or in a country.
Not all computers are on the internet. In fact, nearly half are not. Many computers run variations of Unix, which will not likely be affected by a Windows virus. Current security measures on networks (firewalls, both soft and hard, and antivirus software) would greatly reduce a risk to many computers. All of these things negate the above comment about 1/4 of the worlds computers being affected by any virus. The percentage is very small actually. In fact, Code Red, the most costly virus in history, was estimated to only affect 110 million users, worldwide.

No, you have different computers with different operating systems and some are behind firewalls. It's possible in Hollywood reality, but not the real thing.
