Character is determined when a person is given power. A choice whether or not to corrupt is with power.

I think so...
And Roosevelt. He stuck with what he wanted, not what his political party thought. He was in ways rebublican and democate. Plus he preserved wildlife. (Granted that was so he could hunt it, but its better than tearing it down)
