The end result is that people supposedly in possession of higher learning wind up getting jobs for which they are unqualified. As a result they wind up introducing cheating and underhanded politics in the workplace in order to maintain their positions.

(I misinterpreted the question, but I'll stick with my answer, since it's meaningful, but I'll add this: When cheating becomes commonplace, it spurs other students to cheat in order to maintain their grades. When it is as widespread a problem as it is, we wind up having a lot of college graduates completing their programs who may as well have stopped their educations at the high school level for all that they wind up learning - or NOT learning - at a university.)
