Hmm could be a few things. 1 They hire illustrators who do it by hand. or 2. They trace over the photo in illustrator or 3. Photoshop filters.

My guess is that its most likely 1 or 2. 3 would make it too obviously, and results are usually cheesy.

It's this antiquated software called "hands and eyes".

Really, they were doing that at the Wall Street Journal long before there were graphic applications for personal computers.

Their traditional method was to hire an artist to create the images by hand. The Journal, and other magazines have been doing this for a couple of centuries.

I remember reading about this in the paper a few years ago. They have 3 full time artist and a handful of temps who work on these every day. Each one takes 2-3 hours to produce. I found this website for more info...

adobe photoshop, or even a cheaper one not sure the name but they all have filters and effects.
