I think people in any given situation often do whatever they percieve as best for them individually. For example many students in High School know they cannot be disciplined so they run wild, or poverty stricken Mexicans know they can get into the USA and work illegally and get away with it, so they do. Goverment needs to 'set the enviroment' people make their choices in, for better results. For example, if badly behaving students knew they would be effectivelly disciplined by their school it would no longer be in their best interests to misbehave. If illegal immigrants could not find employment due to prosecution of their employers, they would not come. I think problems can appear to be more difficult than they need be to solve through getting caught up in not seeing the wood for the trees and getting overwhelmed by the problem. With the 'top down' approach of 'setting the enviroment to produce a healthy result' many problems would largelly sort themselves out. Feedback?

I think what you are referring to is self accountability. Or something like that. People do not think what will happen if everybody acts as they do. Because that isn't the case. But a lot of peopel do act the same. Mindless, thoughtless consumers that do not think for themselves.
It's really hard to parent children when they are not your own. And many parents do not even hold themselves accountable. It's because the idea of a family is becoming obsolete in the USA. Tradition is viewed as outdated and obsolete. It's only going to get worse before it gets better, or maybe it won't. Maybe the light will start to shine for many people and there will be some change in the way people live their lives.

A reasonable approach -- but it assumes that people will act reasonably.

Too many people act based on fear, hatred and greed -- even when it's not in their best interests.
