Yes. (I assume abusing your child is banned in the UK, though.)
Sometimes, kids need a little smack to get their attn and show you mean business. Should it be hard or cause real damage, of course not. Nor should it be a regular occurence (reserve it for only the worse of wrong-doings). Don't smack your kid halfway across the room for the smallest of infringements, but don't sit there all the time in soothing tones, "No, Danny, honey, noooo..." either.
I think part of the problem with parenting these days is we coddle our young too much and they never learn the harder boundaries of decency. Humans as a whole always fault in the "moderation" department, and this is no different.

I think there is a major difference between discipline and abuse. Obviously abuse is wrong, but it is very sad that so many parents are in a situation where they are scared to discipline.
I know it sounds corny, the old "when I was a kid", but it's true.
I only got a smack a few times in my whole childhood, but the thought of it pretty much kept me in line.
In this situation the government should not interfere.

No it should not be governed. I must say though I was driving behind someone yesterday and she was going about 50 mph and smacking her child who was in the back seat. She did it three different times.

When kids don't know there could be a smack coming what do they have to lose? Lemme tell ya, we did not beat our kids but they KNEW not to smart-mouth or say "no",or kick their little brother. Yup. We raised respectful kids. Problem is, now they are afraid to smack their kids and the kids are AWFUL.
Moral...want a good kid? Smack 'em!

No idea, I live in the US.
But if i'll take what I hear and put it to knowledge, smacking your child should be ok. As long as its not like really overdueing it.
