I would like it if anyone could tell me it is a silicate or a nonsilicate. Thanks for those who gives me the correct answers.

Rutile is titanium dioxide (not a silicate) and is not magnetic. In order to be effervescent it has to give off a gas (and the only gas it could give off is a dioxygen molecule) when subjected to a reagent. Maybe if it was immersed in hydrofluoric acid it might do this but I have never heard of anyone doing this.
