Salts of weak acids with alkali or alkaline earth metal hydroxides are basic. This is because the dissolved salt dissociates totally into K+ and AcO- ions. The AcO- ions are in equilibrium with the acid, HOAc. The H+ ion for the reaction
H+ + AcO- -> HOAc
comes from water, and the H+ decreases.
