I'm not exactly sure for Orange County, but for San Diego County, where the worst fires were (just south of O.C.) the winds were mostly between 35 and 70 miles per hour during the peak fire times. I heard reports of a 100 mph gust, but I haven't seen that from the National Weather Service. Orange County typically has stronger Santa Ana winds than San Diego, but in this case I'm not sure if that was true because the winds were more E-W, which favors San Diego.
