i'd say yes its a state problem! health inspecton should include policy to ask employeers to surrend all employee files for inspection! if illegal found employer fined $4000.00 per iccident! manage arrested! jailed for 60 days! automatically!! under a felony can't be rehired at former employer... revue of all incidents of food poisoning complaints!! if inspector doesn't follow this proceder!! complicate with policy and firing in order!

37% of all fast food workers in Arizona are non-english speaking! 25% are said to be illegal! because TheUS doesn't require Passports to work!! like most of world does! because you have to get "Work" visa to work in them even Mexico!
