No, it's water based. But you might be able to displace the water with alcohol and come up with a sort of alcohol napalm. Try using isopropyl (rubbing) alcohol. That has water in it, too, but you can separate the water by dumping salt in and shaking it up. The salt water will lie on the bottom, pure isopropyl alcohol on top.
