Citroen SM - 1970 and here is some brief info:

In 1968, Citroen bought the financially troubled Maserati with the idea of building its first gran turismo car. In 1970, the company launched the SM (Sport Maserati) at the Geneva Motor Show, with the car going on sale that year. The SM was powered by a Maserati, all-alloy, quad-cam V6 capable of reaching 0-100 km/h in 8.3 seconds. It was the fastest front-wheel-drive car of its era. Its features included self-levelling hydro-pneumatic air-ride suspension, self-centring variable power steering and even an adjustable steering wheel (height and reach). The end for the SM came in 1975. Citroen went bankrupt in 1974 and Peugeot took over, selling Maserati and stopping production of the SM as its sales had dwindled to a trickle.

Looks like a Citroen to me. I'm not sure what model or year, but the body lines and enclosed rear wheel are Citroen hallmarks. Good luck!
