How do I start a 501 (c) 3 organization to distribute shirts and cards for promoting a not for profit website?

How do I start a 501 (c) 3 organization to take in donations for shirts and business cards for promoting a not for profit website/cause? What are the general rules for doing such a thing? How much will it cost? What about people that want to donate that are in Canada (not just the US)? Can I say for a minimum donation of $XX they get a shirt sent to them? Is there a way to say this correctly?
