it depends on how much they decline...
if I have five straight months of increased income... it doesn't mean I'm rich... I could have had $1 of income the first month... and earned one dollar more each month... at the end, I would still only be earning $15 total...
you need to look at the numbers and compare them to what you could consider "doing well"...
as I understand it... we're back to 2006 troop death totals... didn't seem like we were "winning" back then at the time?
