"A man with substance" means, a man or person who sticks to his or her standards. A person who keeps their word, if they say they will do something, then they will usually do it without failing. Except in unusual situations. Someone you can trust to do what they say.
Someone who is what they say. The advice they give is what they do themselves. They are true to themselves. They are not braggarts and probably shy about what they accomplish.
They will help family and friends without asking and ask nothing in return. They will donate time to charities without being asked and do more that they require.
It's the little things a person does without asking, that benefits others indirectly, being on time for appointments or even early. Even being polite to others, elders, etc. Learning a friends foreign language so they can better understand each other or learning about the other persons country. Taking the extra step without any fanfare or attention.
I hope this gives you a better idea of what I think a man or person of substance is about.
Oh yeah, not using acronyms or big words so that anyone can understand what you are saying could be part of being a person of substance.

You mean a man OF substance, being one of substantial demeanor. A man with substance could be someone holding a pot of mustard or a handful of lint.

I think the saying is in fact "a man OF substance". Means he's not short of a dollar.

Someone with a soul, has conscious morals, intellect, not a superficial shallow person. It could be a woman with substance too.
