No state is. The capital is located in a district that is not part of any state. That is one of the ways in which the USA balances power amongst all of its citizens.

Mississippi is the red-headed step child of the US.
Washington, DC is not a state but a small area between the northern & southern states. It was decided way back when, that no state be the hq but an area separate & yet part of the USA would be the district of columbia and that would be the HQ of the good old USA.
