Because there is nothing in our constitution or lesser law that states that a certain mode of transportation is a right. What our laws have essentially done is agreed that transportation (car, bike, etc) needs to be regulated by the government and people must be licensed to engage in that regulated activity. Don't play nice....lose your license.
As a collective, society has benefited from transportation being regulated. It has established the rules of the road (most accidents/deaths caused by failing to comply by the rules). It has created a sytem of highways/roads that make transportaiton easier. It ensures that roads/highways are safe and that vehicles meet rigorous standards for safety. Thus, we have all benefited from being licensed with the privelege of using modes of transportation on modes of travel provided for us as a society. None of us as an individual could have created a sytem for travel by all.
Necessity is not relevant to privilege versus right. I'm not so much in agreement that driving is a "need" as much as it is a "want."
Side note: you can lose a "right." Felons lose the right to vote and own firearms and to travel freely (when on probation/parole). People lose their kids when the government terminates parental rights. The real difference is the amount of due process and the higher standard before you take away a right versus a privelege.

Driving is not necessary. I had a drivers license and it was suspended for 5 months. Since then I have learnt to walk, bus, carpool, etc... It is more convienent to have a license and drive places, but usually if you can't walk somewhere a bus goes close enough that you can walk. If not, call a taxi to take you the rest of the way.
It's a privilage because it can be very dangerous if you abuse it. Unsafe drivers dont deserve to be on the road. Why do people think they should be entitled to rights on everything?

Driving is not a necessity. You have to legs, can ride a bike, run, take public transportation.
It is considered a privilage because it can be taken away if you fail to demostrate that you can do it properly. You also have to prove that you can obey the laws and regulations governing it. Also there are restictions on age and physical abilities to do it.

Driving is a real responsibility. Getting to work with a car is secondary. If you absolutely had to take a plane to get somewhere fast, would you want a pilot that had no experience? Of course not. He has to earn his title of a pilot. Same with driving. It has to be earned. Those who for what ever reason cannot earn it, shouldn't be driving. Then there is the aspect of the cost. This too must be earned.

Driving is NOT a necessity. Ride your bike, walk, ride the bus, use public transportation, or get a ride from a friend. There are people who live perfectly normal lives and don't drive a car.

UMMM NO!!! It's NOT a necessity. There is after all PUBLIC transit. Driving is reserved (or so called) for competent people who can AFFORD (or SO called ) to drive. Like having insurance, tags, a well maintained car, a LICENSE, etc.... It is also reserved for people who can actually drive (or so called). I defiantly wouldn't wan a constant DUI offender behind a wheel. Hence the term IT'S A PRIVILEGE. Think about it and get back to me :) P.S. My kids have to EARN the right to drive. It's not like i'm going to say OH HERE SWEETIE IT'S YOUR RIGHT SO HAVE AT IT. DUH!!!!!

No its not, ride a bike.
Driving is a privilege that some people qualify for. The privilege can be taken away at any time. A right on the other hand can't be taken away.

Because you have to learn how to drive and not everyone can drive (some are mentally and/or physically incapable of handling a 2,000 lb. machine going at 65 MPH).
