If you see a picture about family issues do researchers ring around to find a family who wants to be in the news?

Newspapers have their own news photographers to cover news stories within their own state. Also, there are freelance photographers who sell to the newspapers, or the papers buy from people who have shot a photo before the journalist and news photographer arrived at the scene.

Interstate -- The newspapers buy from fellow newspapers or from wire services or photo agencies.

Overseas -- There are wire services that employ news photographers in overseas countries, either locals or foreigners to cover news stories. Some are staff and some are freelance. There are also photo agencies which cover stories and again some are staff and some are freelance.

There are also the "paparazzi" who cover celebrities and often they work for photo agencies who in turn distribute the photos around the world.

There are companies that do nothing but take various photos and then offer them for sale to media outlets for use as "stock" photos.
