Does he threaten anyone with the knife? I wouldn't be worried about it unless he was playing with my children with the knife. Then I would keep my children at home and send him home if he came over.
I don't think being bipolar is going to make him kill someone unless he has a violent history.

are we talking bear gutting killing knives or pocket knives? my son has had pocket knives since age 8 and they are perfectly normal, so are bb guns. for some boys. it would be amazing indeed if a 10 year old would have reason to murder someone with a knife. i dont think it happens often. and you could do well with being someone who is supportive and a kind influence to these people, and stop being judgemental. maybe that would be a better thing, whoever you are. maybe you could stop reading up on scary bi polar stuff and read more on male child development. and be nice to these people.

This is Reilly something no child should ever be allowed to play with knives this child has bipolar this is bad judgment on her part. The other child is suffering because the mother doesn't attach her self to her the way she has to the boy i think she feels guilty about his illness but the other child should not have to suffer they are both her children and she should love them equally.

I think you are doing the right thing, too many times in life you see tragedies reported on the news after it is too late, keep after CPS keep reporting it and if they dont do anything tell them you are going to take it public, and let the newspaper, tv , mayor, whoever you can think of to tell that they are not following through and doing thier job, I think if you dont and you know the dangers and something god forbid happens you will regret it, and feel like you didnt do everything you could to help... It is an awful burden I know but because you have already tried to report it you know deep down you are doing the right thing

"BiPolar" is a mood disorder, not an indication
of self-destructive or violent behavior.
Some 10 yr. olds can be trusted with tools,
some not. - It's a parental decision.
Unless you have some reason to believe you
know better than the parent, back off.
