Do you mean Manga? My brother is into it and he started with some books and some tutorials and he is getting pretty good.
This are two of the websites I know he likes:

There are a lot more and there are books that you can buy, I like www.amazon.com, I bought a couple of manga books there.

Try going to www.google.com and typing in "Manga tutorials", there's a lot of stuff online that can guide you in how to do the eyes, limbs, etc. Also check out some of the larger book stores, in their art section. Manga books have been out on the market for at least 10 years, they have step by step instructions.
