An object falls when the vertical line the goes through its center of gravity passes beyod the objects baseline. When this happens the object tips, aka fals over, aka loses one's balance.

As you have asked this question under Meteorology,I have to give only meteorological reason.So, the people fall when the winds are very strong.

usually, people fall due to a loss of control (loss of consciousness, parralyzation, too much force exerted on the person), impaired balance (tripping, ear infections, other balance conditions/diseases), and pain (arthritis, skeletal/muscular trauma, etc), and of course some people fall on purpose (stunts, etc)

and the reason we fall is because of gravity's pull- but im sure you knew that.
