Anything with an engine displacement above 50cc is considered the same as a motorcycle in every state of the USA. YES you have to have all the credentials, license/endorsement, insurance coverage, registration, tags, everything that is required for the legal operation of a motorcycle.

I have never heard of a 250 cc moped. Mopeds need to be pedalled before gaining enough steam to carry on Do you mean a scooter or small motorcycle?

Simply stated a 250cc is not a moped under any circumstances! You better register and insure that puppy before taking it on the road! A cop will NEVER believe you don't know that is not a moped.

1. it cannot be a moped with a 125 engine as a moped is 50cc only yes you will have to sit a motorcycle driving test as we do in scotland

A MOPED is NO MORE than 50ccs, AND NO MORE THAN 30MPH!!
anything beyond that is a MOTORCYCLE, and yes you need an endorsement!
NO endorsement is the same as driving without a license, and you will be ticketed big, and towed!

You need a motorcycle endorsement, motorcycle insurance, and a motorcycle plate to operate such a vehicle. At 250cc it is a motorcycle not a moped.
