I would take "by Friday" to mean by the close of business on Friday. But to be careful, you might say "by Friday morning," or "by Thursday" if you need to use it during the daytime on Friday.

Even though the moto for most stores is " The Customer is always right ", usually they should be. But, say a friend told you that once you buy something over 75$ at one store and you got 25% back in cash, and he was wrong, the store is right because they tell you we aren't having a sale. So, it really depends on the situation. But, since i don't own a store of myself, im going have to say the customer is always right.

To a store by Friday means by end of business day.
If you needed it first thing Friday Morning than you
should have requested Thursday delivery, which would
be by end of business day.
