Float the candy out the window in little spider-web parachutes and yell out the window ......GET THAT CANDY!!!!!!
I believe that would work quite effectively.

How's the weather in Chicago? It is gorgeous here. My friend goes out to the walk out front of her apartment and hangs with the neighbors, and they all pass out candy. Have fun! =^.^=
We get well over 100 kids, it's a fun night for all. The neighbors get into creating ghastly festive displays that draw lots of traffic, and the tiny streets are already filled with trick-or-treaters and parents.

Generally kids won't trick or treat at an apartment building because most of them have locked outer doors so the kids can't get inside. Kind of a bummer, isn't it? If you have a friend or a relative with a house, go help them distribute. Or you could volunteer at your local church or school or hospital or library - one of them is bound to be doing some fun activity for kids and might love to have your help.

I haven't lived in an apartment for a long time, but when I did the kids would walk in with a parent and go door to door. it could be different now I guess.

you should go knock at someones door and if no one answers get a chair sit in front of there house and give out candy

There are still going to be kids who live in apartments and will go to apartments to trick or treat. Hopefully your apartment building has children in it =]
