i would try dish soap between them, to help loosen them up...
Or, try putting them in the freezer, they might unstick that way.

Set the lower glass in a sink of hot water put ice in the upper glass. Allow them to heat and cool. The upper glass should easily lift from the bottom glass.

Cynthia got it right (heat the outer glass and cool the inner glass).

Don't do what Bugear recommended (heat both and then put them in ice water). Even if you just did that to one glass, the thermal shock could cause it to shatter.

run the outside glass under warm water slowly getting hotter. as the outside glass gets warm it should expand and let go of the inside glass

First ,soak them in very hot water for about 3 minutes. Then put them in ice water. They will contract and you will be able to loosen them.
