From my knowledge, both words actually spring from different cultures - hoser is Canadian, and tosser is British.
Hoser is more of a stereotype - a hoser is the quintessential young Canadian male - hockey loving, beer drinking, donut eating. Not too smart, but well meaning. Usually seen wearing plaid shirts and toques, as fondly immortalized by "Dave and Bob McKenzie" of Second City fame. Although a bit of an insult, it's not really that derogatory.
The term tosser is somewhat different - it can be interchanged for the term "wanker" and both words relate to the solitary sexual activity that men indulge in, and is not intended to be a compliment. It is very much of an insult, and can be interchanged in any usage where "prick" or bastard" can be used.

I thought hoser was the same thing as hose monster. Usually meaning a girl or woman who is way too sexually active. I see by the answers that I am probably wrong. I had heard the word tosser before, but only knew it was a British derogatory word, but didn't know it's exact meaning.
