No I don't think anyone can ever be too young to go treat or treating. My cousin Flora is going trick or treating and she can't even walk yet! My uncle is going to be carrying her around tonight.
If your sister is really worried, why doesn't she take him along? She can watch out for him and hey, it's only around the block! Let him have some Hallowe'en fun!!

No, that's okay. I wouldn't suggest giving him much, if any, candy (because he could choke), but he would probably still enjoy wearing a costume and walking around. He's too young to understand trick-or-treating, so if he doesn't get any candy, he won't know he's missing anything.

I think the age of 1 is DEFINATELY too young to go trick-or-treating. There's too many other crazy kids that will trample her very small child... plus, you just dont trick or treat at one. i think i started to trick-or-treat at age 6 and i think that was a perfect age to start.

depends if hes barely one or close to 2.
if he is too small it might look like his parents just want candy. But i think a few houses would not be bad.
