a few weeks ago i hit a BMW (not a new one a old one, probably around 2000-2003) it wasn't a big accident just a fender bender, it left a scratch on his bumper. No his bumper is not dented in anyway and the scratch isn't that big.
he claims that he must replace the whole bumper and cannot paint over because it will "crack" in later years.
could this be possible?
he claims the repairs to be 500-1000$.
I find this very hard to believe. For this type of scratch the most is atlest 200.

Does he have an appraisal from the body shop to prove that it cost that much, or is he just telling you that? I would make him get an appraisal from at least 2-3 different body shops to prove that it will cost that much to repair.

In some cars, the bumper is made special so it reduces the shock of the hit. The bumper won't look damaged, but there is a part that may need to be replaced under the exterior of the bumper. That can be in the range of $1000 to replace.

If you traded insurance information with the "Turkey Buzzard" here's what I would do. Take your car to your insurance company and ask them to take a picture of your car bumper and explain to them what happened. Tell them you'd be glad to repair a scratch only out of your pocket. Warn them that he may be trying to make a claim against you for more damages than a scratch. Let them handle it. They will let you know if the guy makes a fair and just claim.
#1. The driver of the other car is BS ing you. All plastic bumper covers can be re-painted and repaired and the frigging paint will not peel off after our lifetime!
