No, Bush serves as the public magnet for criticism in order to deflect attention away from the true masters of deception: Dick Cheney, the Cabinet, and numerous special corporate interests and cronies that all benefit and profit from constant war.

I wouldn't rate him as a master, let alone /the/ master - but he's certainly no amature. Bush's style relies more on addressing himself to the level of his audience, than in actively decieving it. He's a master of the lowest common denominator.
