Yes, but I'm not sure if you need a mobile sellers permit for that or one of the more involved permits. The kiosks are not considered 'brick and mortar' stores, they can move, so you may need to check with the mall about that.

The business office for the mall is who you would contact about setting up rental of their carts/kiosks, and they'll have all the starting information for you. Watch out if they want to take too big a chunk. When I looked into it at the mall in downtown Milwaukee they wanted a $1,000 rental a month plus 20% of my take per month after I reached the first $1,000 in sales. All they guaranteed was a certain amount of traffic during the holiday season--no special coverage for security during the evening or daytime, no other responsibility of theirs towards the kiosk. I would have to have covered insurance on it, hired people to help with the shifts, and do my own bank run with the take at the end of the day (no security escort to my vehicle either).

Take a REALLY hard look at what your potential sales would be, what you'd need to charge for your items, and what cash you'd need to 'give' to them above and beyond the rental cost. They eat up profit way too easy.

Yes. But I do not reccomend it. Those people NEVER sell well.
