This sounds like someone has taken the first law of motion and completely butchered it.

I. Every object in a state of uniform motion tends to remain in that state of motion unless an external force is applied to it.

"Inertia" is probably the word you are looking for, but when applied to animals, people, or corporate bodies, another word is "stubbornness." :)
More precisely, inertia is the tendency of an object to continue to move at a constant velocity or, if applied to rotations, to spin at a constant angular velocity. Note that "velocity" is used in its full sense here to mean a specific direction as well as speed.
