If your number is a terminating decimal, i.e., has a finite number of places to the right of the decimal point, you can simply use your number, without the decimal point, as the top number and 1 followed by as many zeroes as you have decimal places for the bottom number. Your example has two decimal places, so the bottom number would be 1 followed by two zeroes, or 100. The top number would be the original number without the decimal point, or 204. Your fraction would be 204/100, which you would then need to simplify, becoming in this case 51/25.
If your number is a repeating decimal, that is, continues infinitely to the right in a repeating pattern, it is a bit more complicated. The first thing you do is multiply by a 1 with as many zeroes as is necessary to get any nonrepeating part of the fraction to the left of the decimal point. You save this both this multiplier and its result for later; you will be needing them again.
To this multiplied number, you then multiply by 1 followed by as many zeroes as is in one period of the repetition. The numerator of your fraction will be the difference of the result from the second multiplication and the first one. The denominator will be the the product of the two multipliers, minus the first multiplier.
An example may help make this clearer. Let us say you have the repeating number 2.3142857142857142857...
As your first step, you multiply by 1 followed by one zero to get the nonrepeating 3 to the left of the decimal point. In other words, your first multiplier is 10 and your first result is 23.142857142857142857...
The period of repetition in this instance is 6 places, so you multiply again by 1 followed by 6 zeroes, or 1000000. This gives a result of 23142857.142857142857... When you subtract the first result from this one, the repeating part will cancel completely, as it always will do, and you will get a whole number result of 23142834. This is the top number of your fraction. The bottom number will be the two product of the two multipliers together, minus the first one, or
10 * 1000000 - 10, or 9999990. The resulting fraction is therefore 23142834 / 9999990. When simplified - not an easy thing to do in this example - this becomes 81 / 35.
