I have several ideas but I'm not quite sure what to write about or how to develop my ideas...

The most horrible horror stories, in my opinion, are those that look sooooo normal on the surface -- like Stepford Wives or The Other. Write about something normal that twisted under the surface.

The best horror stories are the ones that are believable. A real-life violent criminal or a small-town conspiracy is more believable than a monster.

You need peopel to care about your characters, and expose your characters to some threat that only they perceive (cops don't believe, trapped alone or allies are dead, etc). Betrayal by a trusted ally/authority figure is another good element.

The thing to remember the most about horror stories is detail. You really have to paint the picture for the reader, that way they imagine themselves in the situation and really get spooked.

Try looking at something like Snopes.com, that has details about spooky urban myths and mysteries. Some of those should give you ideas for storylines, which you can then put your own spin on.
