When I was younger I was a rule breaker. But as I have learned in my 40 years, I now negotiate new rules if the rules are not working for me.

Rule Maker.
Who's rules? Does it matter?
Without rules we invite chaos and end to life as we know it. People used the atom bomb because they broke the rules. Murderers kill others because they broke the rules. Teenagers get pregnant because they broke the rules. Many car accidents happen and people die because some idiot broke the rules. Innocent people get blamed for things that is not their fault because someone broke the rules.. Shall I go on...?

Theres a lot of reasons why people can break the rules for a good cause, but usually its not the case, its usually a selfish cause for personal gain while someone else or themselves suffer. Good rules define us, ground us and usually protect us. But not all rules are good.

Both and Neither. I don't get much chance to make a rule and I don't follow them very well either, Must be all that drain bamage from my 60's and 70's. I'm ambivalent, I guess, if I have to.

Both...It depends on the rule...if the rule is stupid then I break it, if the rule is good, then I follow it, simple as that.
