That's a pretty accurate assessment.
To be fair, Giuliani did hire more police officers in NYC. Of course, Dinkins started to do that at the end of his term, so Giuliani also benefitted from that.
Honestly Giuliani mostly benefitted from being NYC mayor at the right time. He was first elected in '94, as the country was beginning to experience the economic boom during Clinton's presidency. Crime was already decreasing in NYC when he was elected due to the aforementioned Dinkins increase in police officers, though Giuliani continued this (and got all the credit). Then he was mayor on 9/11 and was deemed "heroic". I'm sorry, but as far as I could tell all he did was not wet his pants in public.
Biden is correct. The only words out of Giuliani's mouth are "A noun, a verb, and 911" because that's the only thing Giuliani has going for him. And yet he's the Republican frontrunner. I'm not sure if that says more about the quality of the '08 Republican presidential nominees, or the intelligence of Republican voters.

That was the best line of the night.
I think Hillary was damaged a little last night, the problem for her main challengers, Obama and Edwards, was that they didn't do it, it was Biden and Dodd, who came off as the most experienced and intelligent, Clinton comes off as an equal and arguably slightly more intelligent experienced than Edwards and particularly Obama.

YES!! I'm voting for Paul in the primaries, but I love Joseph Biden! He is the most sensible democrat running.. I loved his other comment at the last debate when he said "Rudy Giuliani is the most uninformed person in the world"

Yes... I agree with him there. I can't tell you how many times that I am in a airport and Giulliani is on the TV news and they show a few minutes of his campaign speech for that day and he is always saying "9/11... what I did on 9/11... did I tell you about my role in recovering from 9/11!!!!"
And I swear to God people moan when they see that.

Biden is obsessed with Giuliani. He milked the joke. No late night TV for him.
Obama is obsessed with Romney. What's up with that?

Edwards is obsessed with Hillary. That might piss his wife off a little.
