Do you think anyone with a low intellect can get a Bachelor of Science degree from Yale, and then complete an MBA at Harvard? Whatever you may think, these venerable institutions of higher learning do not submissively pander to people because of their family position. If you think so, just talk to some high powered CEO or blue blood who is seething with rage because his son or daughter was refused entry, or because he flunked out.
Do you think a person of low intelligence could be certified as a JET FIGHTER PILOT? Bush accomplished this. It takes a disciplined mind to pilot a jet, and the standards for getting certified are very rigorous. No one says, "Oh heck, just pass him. If he crashes that $15 million dollar aircraft, it's no big deal".
Questions like yours are so unintentionally funny. It's like when Hollywood casts Sandra Bullock as a "girl next door" type, even though she's one of the most attractive women on screen. Bush is intelligent, and his intellect is focused, just like Reagans. Remember, no one except Reagan could even conceive of defeating the Soviet Union. Everyone talked meekly about coexistence and accomodation.
Similarly, few but Bush can imagine the Middle East becoming a bedrock of democracies. However, that is the aim. Already Libya has given up all aspirations of WMD's, we're working on a plan for Palestinian peace, we have the solid friendship of Pakistan, he beat North Korea at their own game, he's refusing to be duped by Iran, and Saudi Arabia has stopped playing both sides of the fence with terrorism.
Bush, like Reagan, has a solid plan, and it's working.

I am not well versed in who has the highest IQ in government, and I don't want to compare him to any other member of the government from a different party. But I have read some questions in this forum from those that appear to have a high IQ that are basically educated dummies. Sometimes book education is not as important as experience. Unfortunately they don't teach that in school.

Could be, however, his intellect is tempered by wisdom (i.e., honest, has good values, doesn't smoke, doesn't drink (anymore), exercises, etc...)
And also keep in mind that the direction a leader is facing (i.e., ideology) can be more important that how fast he is going there (i.e., IQ).
I would much prefer a tortoise (Bush?) going 10 mph in the right direction than a hare (Clinton?) going 60 mph in the wrong direction.
Remember, Hitler was brilliant, but "going in the wrong direction".
