It really depends on the elasticity of the balloon, its age, how much water is in it and what it lands on. Balloons which are older (meaning the material has degraded), which are thin and are filled with a lot of water and with no air gaps inside tend to burst upon hitting a hard and/or rough surface.

On the other hand, new balloons that are not too full of water can be dropped a long distance without breaking. I once dropped a water balloon five stories and it survived!

It depends how full the balloon is. Some will break at the slightest touch. Others may bounce at 10 feet.

It can be tossed as far as you want it to go. It's when it hits the ground that makes it break.
