They're fine if you're only using them in the bottle. Don't let the child play with them, of course. They're handy! Quick clean up and recyclable!

Some people feel that any plastic is unsafe for babies and adults for that matter. Basically, the theory is that plastic from bottles or food containers releases a certain amount of toxins into the food or drink that they contain... There are bottles that are free of these harmful toxins such as glass bottles, or bottles made by a company called Born Free... I will say that these bottles are pretty expensive and before buying I would research the issue and see where you stand.
If you were just asking in terms of the fact that plastic can be a suffocation hazard, then NO they are not safe... Your child should really never be allowed to play with these or any other type of plastic bag. They should also always be supervised when using a bottle with a liner. If you take the proper precautions and supervise feedings the way they should be anyway then you certainly minimize any risk involved with using the liner.
EDIT PER YOUR ADDITION:
As I stated earlier, there is a belief that just about any plastic product does release toxins into the food/beverage that they contain. If this is a concern for you look into the Born Free line of baby bottles.

Yes they are safe to use in the bottles. Another answerer was mentioning about the chemical that is released in plastics. That chemical is BPA. Playtex liners, and their generic counterparts, do not contain BPA so there is no need to even worry about that. The liners are perfectly safe to be used in the bottles, as they were intended.
In response to your additional info...here is a link, taking you to the statement made by Playtex about their bottle liners and the controversy of Bisphenol-A (BPA). http://www.playtexproductsinc.com/infant/Playtex_Products_Statement.pdf
Playtex liners are perfectly safe and do not contain BPA, which is the chemical in plastic that people are concerned with.

I used them and my daughter turned out okay. I liked them because that way I didn't have to sanitize the bottles....just the nipples.
