you might need a new wiper motor or new wiper blades. you can also get this stuff from autozone or any auto store that you can clean your windshield with that helps water run off. Not sure what it is called but the people in the store know. I have bought it before it works good. Try new wiper blades first.

Just about every aspect of the automobile has advanced for the past 50-100 years except the rain wipers; we still use a wimpy rubber squeegy. I used to live in Seattle and it rains a LOT in Seattle. this is what I use to do and still do after I moved to LA, California. Buy a jar of Rain-X. It comes in a little bottle and you squirt some and wipe it on evenly with a rag or paper towl on your windshield. When you first start wiping it in, it's kinda filmy and It takes a little elbow grease to completely wipe in the Rain-X clear into the windshield. It works like a MIRACLE! I have gone through huge rainstorms and turned off the wiper on purpose just to see how Rain-X works and it works wonderfully! The rain drops just beads off and the wiper will just make it better. One application will last at least 3 months; in LA, it last around 6 months. It is worth the 2 minutes of effort and a few bucks.

Check rubber on blades for wear/replace if needed//check spring tension in wiper arms to be sure they are pushing blades flat against windshield

Either you need to change your wiper blades, or the blades are on incorrectly.
