What can you do about it? Where can you go? Who is held responsible for all or whatever it may be? Is there any length of time penned to this stuff? That is to say, what if it was a few years or many years..what's happened since?

I meant, if it happened to 'you' as in 'you' typing this in asking the question. I am not the forgerer, am 'as' the other party.
Where to go? Meaning..local police, lawyers, embassy, government?

It's against the law and can get you put in prison, no matter how long ago it was. If someone needs to have someone else looking after them because they aren't responsible, then do it right and petition the court for guardianship, don't forge signatures! Those things always have a way of surfacing.

ADDED AFTER YOUR ADDITIONAL INFORMATION: If you have proof that someone forged your signature, take it to the police department.

I understand your question, but then you ask some very random questions under details... I have no idea what they mean but will try to answer anyways..
Do I think it is wrong to forge someones signature if you think its the best for them?
Yes I think it is wrong because if the person does not want to do that then it is their choice, you can't force anyone to do anything even if it may seem like it is best for them it may not be to them, it may be the worst possible thing that could ever happen to them. Example: A guy wins 2 million in the lottery, and you forge his signature to hand the money to charity, so that he could go to heaven. But that is obviously not the best thing for him he would want to keep the 2 million maybe he was atheist or maybe he wanted to keep 1.9 million for himself. You can't forge someones signature its against the law no matter if it is good for them or not. Dont do it.

Forging some one's signature wrong and illegal, under any or all circumstances. What is best for others is not an issue to be decided by you .Eventually, the forger will get punished for his/her deeds.
