12/2 should be fine if the load is under 16 amps.

For a 240V. baseboard heater, (220 is a misnomer),
you will only need two wires(+ Gnd.).
The size of the wires depends on the size of
the heater.
There should be a nameplate with the wattage and
amperage of the circuit required.
If up to - 3800W. use #12 (20A. Breaker)
If 3800 - 5700W. use # 10, (30A. Breaker).
Check the requirement for insulation temperature
rating. (Some heaters require high temp. wire
connections).

you do not need a 12/3 to rewire 220v at all i have been doing this for a long time you need to use the 12/2 to rewire your 220v

It depends ont he AMP draw..... 220 requires either 12/3 or if the AMP draw is Sufficent 10/3

12-2 with ground is what you need.
