Cleaning the carburetor is not a hard job but does require basic understanding of the engine. The carburetor needs to be removed, taken apart and soaked in a good parts cleaner. The spray stuff you get at the parts store will not do a good job. There are rebuild kits for most carburetors that can be purchased at small engine repair shops or on line from places like outdoordistributors.com. Maybe in this case you need someone to help you out. There is also the option of taking it to a repair shop.

Don't do it. The damage is not in the paint, but that the water will get inside the hubs and what not. Unless you're sending the bike for a complete overhaul, it's not a good idea. You can do some water with a hose (not at the strongest setting, more in the softer one) and only aim for the tubes (not where the hubs are (the center of the wheels). I think that's the area you want to clean, so probably that means you will need to take care of it differently.
