Yes, it'll charge even faster when the computer is shut down because the computer uses less electricity than when it's turned on. I always have my laptop plugged in to the wall outlet and my battery still has good battery life after 3 years.
After about 2-3 years, your battery will stop holding a charge altogether if you use it without it being plugged in frequently.
It may be time for a new battery, which you can get probably from the manufacturer's website.. very expensive though.

Yes. It will charge. On most unit, you must see a blinking light in one of the sides. However, its not certain if it will charge faster. My laptop seems to charge at the same rate when its turned on or off. Maybe it has something to do with the power configurations of your laptop and the charger. Experiment on your own to determine it.

Of course it'll charge turned off, it'll charge faster because it's not on exserting the power.
As long as your battery is in, the charger is plugged to an outlet and your laptop, on or off, it will charge.

Yes it can. There is normally a light on the computer even when it is off that indicates that the battery is charging.
