Any plant is a weed it grows in a spot where it shouldn't. When it comes to Buddleias (butterfly bush), you're pretty lucky to have it. It attracts butterfly (Monarchs and Awallowtails to name a couple if my favorites), Hummingbirds, and bees.
If it's in an awkward spot you could always dig it up and transplant it to a better spot of your liking.
If you are in Zone 6 and lower you might want to wait until spring to do so (mid April - mid May). Cut the top growth down to 6" off the ground and dig up a root ball about 12" diameter per inch diameter if stem (chose the thickest to gauge how big a root ball it will need.) Buddleia grow fast up to 8' x 5' per season, I always cut mine back each spring.
If you really don't want it, then just dig it up and give to a neighbor. I think they are just too beautiful to kill off.

By the way, I forgot to mention a bit of trivia, that the technical spelling is Buddleja even though Buddleia is printed in many publications but it's pronounced the same way.

Noooooooooooo! It's not a weed - and in summer it will have some beautiful flowers that will attract butterflies to your garden. However it does need some good management to stop it growing out of control.

Well technically, anything that grows where it is not wanted is a weed! I like Budd, but it easily gets out of control, and once the flowers have died they go a really ugly brown and need cutting off, so it's a lot of work. On the other hand, it does attract butterflies and other insects!

It can give off a dusty subtance which can cause problems for some people (Breathing difficulties)
BUT in the right place it is an excellant plant, needs maintenance and prunning, Hey thats what gardening is all about

Not a weed, as the others have said; but many people consider it invasive as the seeds are carried and sprout readily in places where it's not wanted. In those instance, it's a weed (any plant in a place where it's not wanted). Keep it, keep it trimmed, and you'll enjoy butterflies and perhaps hummingbirds as visitors.

It is a woody shrub. It can be cut down short every fall/winter, and will regrow each year with lots of blooms and attract lots of butterflies. Or you can let it grow into a larger shrub. If you don't want it, dig it up, not much root system, but give it to someone that could enjoy it.

It seems that way sometimes. I pull an awful lot them of them out of my flower beds, but they are pretty nice bushes.
If you have one in a place that has lots of room, leave it. They get pretty big, although you can prune them drastically with no compunction. If it's in a small area, jerk it out of the ground.

keep it ,but prune well back after flowering the insects mostly butterflies it attracts will help polinate your fruit and veg.
